Barbara Bowers Ashley Phelps, was born in Providence, Rhode Island in 1924 to the late Earl Hutchinson and Rachael Chase (Eddy) Ashley.

She was a graduate of Katharine Gibbs School in Providence. Barbara was a charter member of the San Antonio Architects Auxiliary and long-time active member of the Blue Bird Auxiliary to the Southwest Methodist Hospital. She was a past member of the River Art Group and the Cancer Center Council. Barbara spent most her life in San Antonio but lived her final years in a country house in Ingram with immediate family, and spent time enjoying the wildlife of her beloved Texas Hill Country. Predeceased by her husband of sixty-three years, Raymond Phelps, Jr. and her son, Raymond Phelps III.

Survivors include; daughter Bobbin Phelps-Gredell and granddaughter, MaryAshley McGibbon, and grandson-in-law, Richard McGibbon of Ingram, Texas: daughter-in-law Linda Fitch Holland and her daughters, Amanda Kelly and Helena Hummel and their families; and many nieces and nephews.

In lieu of flowers, donations can be made to the San Antonio Humane Society, an organization close to Mrs. Phelps' heart.
